8 Full-time 3 hours ago Full Job Description Description Under the supervision of the Director and/or the Deputy Director of Hamilton County Office of Emergency Management, the Emergency Operations Center (EOC) Manager is responsible for the overall operation of the EOC ensuring all EOC infrastructure and systems are maintained and in a constant state of readiness.
In the absence of the Director and Deputy Director, the EOC Manager may serve as the Deputy Director, supervising and coordinating EOC operations during events, emergencies, training, and exercises.
The EOC Manager must be available to serve as needed and when directed.

Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.
Tasks Ensures EOC supplies are stocked, equipment is maintained, information and telecommunications systems are operational, and EOC is ready for activation.
Activates EOC as required.
Coordinates EOC logistical and operational support for events, emergencies, and exercises.
Develops and implements organizational and operational policies for the Hamilton County EOC.
May serve as the Deputy Director for emergencies, events, training, and exercises as needed.

Remains on call, to receive and address communications relating to emergencies and other incidents; responds to and coordinates response to emergencies as appropriate.
Ensures collection, analysis, and sharing of information internally and externally.
Develops and maintains relationships with Local, State and Federal emergency response agencies and maintains EOC staff and advisors contact information.
Represents Hamilton County Office of Emergency Management as directed.
Gathers, handles, shares, and archives incident documentation and records.
Assignments may include duties other than those previously specified during emergencies or disasters.
Performs other duties as assigned.
Knowledge, Skills, Abilities, and Other Characteristics Knowledge of applicable State of Tennessee statutes, rules, administrative orders, case law, and Federal rules and regulations.
Knowledge of Hamilton County policies and procedures.
Knowledge of proper emergency responses to differing emergency situations.
Knowledge of record keeping, bookkeeping, records and file management.
Knowledge of National Incident Management and Incident Command Systems.
Knowledge of Windows based information systems, Voice Over Internet Protocol telecommunications systems, and mobile emergency communication systems.
Skill in assessing situations and scenarios to determine and evaluate emergency response.
Skill in planning, conducting, overseeing and assessing effectiveness and appropriateness of emergency responses.
Skill in effectively representing the office in a number of different settings, circumstances and situations.
Skill in managing and overseeing EOC staff and functions.
Skill in operating a personal computer utilizing a variety of software packages.
Skill effectively communicating in both oral and written form.
Skill establishing and maintaining effective working relationships.
Minimum Qualifications The equivalent of a high school diploma and four (4) years of experience in the development, coordination, and promotion of emergency-related programs, such as disaster relief, public safety, or emergency management in government, industry, education, or in the military.
A valid driver's license is required.
ADDITIONAL REQUIREMENTS:
In addition to the minimum qualifications for this position, employees in this position must complete the courses/programs listed below within two (2) years of the date of hire.
IS 100 - Incident Command System (ICS) IS 120 - An Introduction to Exercises IS 200 - ICS for Single Resources IS 230 - Fundamentals of Emergency Management ICS 300 - Intermediate ICS for Expanding Incidents ICS 400 - Advanced ICS IS-700 - National Incident Management System IS-800- National Response Framework PREFERRED QUALIFICATIONS Certification in the courses/programs listed below is preferred at the time of hire.
IS 100 - Incident Command System (ICS) IS 120 - An Introduction to Exercises IS 200 - ICS for Single Resources IS 230 - Fundamentals of Emergency Management ICS 300 - Intermediate ICS for Expanding Incidents ICS 400 - Advanced ICS IS-700 - National Incident Management System IS-800- National Response Framework Experience with P25 public safety radio communications including end user systems Experience with TAC End Network Programming end user P25 Motorola radio equipment Knowledge of the TVRCS network and operational structure.
Knowledge of UAS and de-confliction airspace.
PHYSICAL REQUIREMENTS:
Works requires the incumbent to be on call 24-hours a day, 7-days a week.
The incumbent may be called to work in potentially hazardous situations in various weather conditions, environmental hazards and related risks.
Work also involves the risk of physical harm due to potential exposure to infectious diseases, chemical spills, toxic fumes and other hazards.
